+ Sustainable City Council Programme

1998-2022 // Barcelona City Council

Since 1998 Ecoinstitut advises Barcelona City Council in its internal greening process. Initiated from the environmental audits of the Town Hall and the building of the Municipal Institute of Education (IMEB) carried out by Ecoinstitut, in 2001 the "Green Office" program was born (pioneer in the State) and in 2006 it becomes the "+ Sustainable City Council Programme".

This programme tries to make changes both in staff and suppliers to achieve a more sustainable consumption and production. The program combines:

  • the inclusion of environmental criteria in tenders for goods, services and works;
  • a systematic monitoring of achieved results; and
  • • awareness raising campaigns, working groups, training and regional and international networking, to facilitate the necessary cultural change to achieve sustainability.

Ecoinstitut has supported the city council throughout the process by defining priorities, drawing up guides and regulations, conducting training, introducing sustainability criteria in tenders and providing knowledge on the latest European and global trends in sustainable and innovative procurement.

As part of the programme, in 2010, 2017 and 2021 internal participatory sessions were held to share ideas, create synergies, recognize best practices, amplify the City Council's commitment to sustainability and establish the new programme priorities.
