Guidelines to address single-use plastics through public procurement in the Mediterranean

The SCP/RAC commissioned Ecoinstitut to develop guidelines to establish policies to reduce disposable plastics in public procurement in Mediterranean countries. The guidelines place special emphasis on prevention and minimization measures considering the context of three Mediterranean countries: Albania, Bosnia-Herzegovina and Montenegro.

The guidelines are addressed to policy makers of the Convention for the Protection of the Marine Environment and the Coastal Region of the Mediterranean (Barcelona Convention) contracting parties and provide them with the methodology to develop, step by step, the framework to reduce disposable plastics. through public procurement, especially in two sectors:

  • Disposable plastics in the food and beverage sector (food services, catering and vending machines).
  • Packaging in general applicable to all supplies, works and services contracted by public administrations.

The guidelines have been developed after the review of case studies and consultation with experts. The document includes a model policy, examples of contracting criteria, as well as specific examples of administrations.
